COLAB Restates Goals for 1993 by Andy Caldwell March 1993 - The Coalition of Labor, Agriculture and Business of Santa Barbara County, COLAB, is a non partisan county-wide coalition that was formed in 1991 to protect and enhance the environment of Santa Barbara County and simultaneously foster a growing and healthy economic climate. COLAB seeks to promote the image and preserve the vitality of labor, agricultural and business throughout the county. We will accomplish our goals to advance the common business interests of our coalition by monitoring legislation and educating our government, members and the general public. Our current focus is on county government issues and, in 1993, our goals are: 1. To assist all local government bodies in active protection of, and expansion to, the private sector economy. This effort would include review and removal of burdensome over-regulation that served to limit economic expansion 2. To assist in the reconfiguration of County Government so as to eliminate all forms of deficit financing. We seek to support a government that lives within its means and one its citizens can afford. 3. To assist all local governing bodies in creating greater diversification of the employment community. 4. To ensure that our government avidly protects the businesses that are already here. 5. To help our county government adopt the basic principle of government regulatory oversight so forcefully pronounced by Carol Browner during Senate hearing confirming her as the new Director of the EPA. Government needs to put the days of command and control regulation behind us and move forward to establish a partnership with the regulated community so that our regulations will no longer be merely forceful; they will instead be wise. 6. To have the Board of Supervisors require that their agencies present a locally meaningful cost/benefit analysis for all regulatory proposals. 7. To require the Board to eliminate the use of fees as a basis of funding local governmental agencies. 8. To require that the Board attend the annual Santa Barbara Economic Forecast Project conducted by Professor Mark Schneipp. 9. To require that the Board of Supervisors receive a full presentation of the annual reports of the County Grand Jury and to act on its recommendation. 10. To assist county government’s restructuring so as to downsize and, whenever possible, consolidate all county agencies. |
